Application procedure and form, deadline for recalling applications to bid at an auction
The auction organiser accepts applications from applicants:
- via the “one-stop-shop” service at the Department for Paperwork Processing Coordination (107045, Moscow, Pechatnikov Lane, 12) on the days and at the times established in the auction documentation for accepting applications;
- as an e-document in the manner and form and within the timeframe stipulated in the auction documentation confirming submission with an electronic digital signature sent to: zayavkiarenda-tender@mos.ru.
The application is submitted by a person with the right to act on behalf of the applicant: the head of the organisation (for legal entities) or the applicant in person (for individuals and individual entrepreneurs).
Another authorised person with a duly executed power of attorney may act on behalf of the applicant.
Under Article 438 of the Civil Code of the Russian Federation, applying to bid at an auction constitutes acceptance of the offer.
The applicant submits the application and documents included in the application simultaneously, in a sealed envelope, within the timeframe, in the manner the format specified in the auction documentation.
An applicant may submit only one application per lot.
Applications and documents received after the established deadline for submitting documentation to bid at an auction are not accepted.
The procedure for submitting the application as an e-document is performed in accordance with the Protocol for submitting (sending) and storing an application as an e-document (Addendum 3 to the auction documentation).
The list of documents to be included in the application submitted by the applicant to bid at an auction may be found in the tender documentation.
The decision to admit to or not admit applicants to bid at an auction is made solely by the Commission.
The applicant has the right to withdraw their application at any time prior to consideration of auction applications being started as stipulated in the auction documentation.
Notices of withdrawal of a submitted application are accepted on the days and at the times stipulated in the auction documentation, in the same way as acceptance of applications.
